Replace failed bulkhead

During the January 2009 storm, the creek over topped, destroyed this old bulkhead and was threatening to take out the house. KES took Large Woody Debris (LWD) that had been deposited downstream and re-built the bulkhead. Ten pieces of LWD were placed below the water line at the toe of the slope and then large rip-rap rock were placed on top of the LWD. Six pieces of large concrete from the old bulkhead were also removed from the creek bottom. KES performed the design, permitting, and provided construction oversight.

During the January 2009 storm, the creek deposited all of this Large Woody Debris (LWD) in front of this foot bridge and directed the creek flow directly into the house. All the LWD was removed and used in the Ivie Project above. KES performed permitting, and debris removal oversight. Vic Hoffman with Silver Lake Timber was the contractor for both projects and did an excellent job.

The City of Washougal replaced an old concrete plank boat ramp. The ramp had become a hazard to boat trailers and trucks. Some of the old planks were broken and out into the river. KES did the permitting (JARPA) and worked closely with WDFW to receive the Hydraulic Project Approval (HPA). KES also wrote a BE for the Corps for this project.

Performed large scale stream restoration on Stillman Creek, located in Boistfort, Washington after two 500 year storm events hit the area within 13 months of each other. After the first 500 year storm event in December of 2007 (listed as an actual hurricane), approximately 450,000 cubic yards of sediment were deposited over 50 acres. During second 500 storm event in January of 2009, a new 1000 foot long channel was cut into the sediment deposited from the 2007 storm event. The new channel threatened to take out the driveway access to a single family residence. Unfortunately, the landowner did not wait to obtain the required permits and filled the newly cut channel back in with the deposited sediment and received a Hydraulic Project Approval (HPA) Violation from the Washington Department of Fish and Wildlife (WDFW).

For mitigation, Key Environmental Solutions designed 2 Large Woody Debris (LWD) structures, a 450 foot long side-channel with 2 small LWD structures and to replant 31,400 square feet of riparian area.

The upper LWD jam is 140 feet long by 30 feet wide and has 140 pieces of LWD. The second LWD structure is 200 feet long by 40 feet wide and has 300 pieces of LWD. The 1st LWD structure in the new side-channel is 100 feet long by 30 feet wide and has 120 pieces of LWD and the 2nd LWD structure in the side-channel is 75 feet long by 30 feet wide and as 90 pieces of LWD.

Several different techniques were utilized in anchoring the LWD structures; pile technique, large rock, digging down below the streambed and cabling.

The created side-channel habitat area that was created is 450 linear feet long and is approximately 18,000 square feet. LWD debris was placed in all meander bends and throughout the side-channel habitat area.

The riparian area was planted in the spring of 2010. Total square feet of riparian area to be replanted is approximately 31,400 square feet,  this includes the area from the start of the upper LWD placement to the edge of the existing outlet of the side-channel area and both sides of the newly created side-channel habitat. The riparian area will be 20 feet wide. All riparian vegetation will be planted 3 feet on center and will include native conifer and shrubs. Suggested riparian plants were: cedar, willow, dogwood, and snowberry.   All riparian vegetation was planted in the spring of 2010.

Key Environmental Solutions, obtained all required permits, designed entire project, designed riparian replanting plan and provided construction oversight for all LWD structures. Ross Hojem with RNC Clearing LLC. was the contractor and did excellent work.

Construction of side-channel and 4 LWD jams took 2 months and was completed on September 30, 2009. The riparian replanting will take place in the spring of 2010. Riparian monitoring for 80% plant survival will take place over the next 3 years. Monitoring on the LWD structures will take place 5-10 times a year for the next 5 years.

This is a Family Forest Fish Passage Program (FFFPP), which is a program to help small forest landowners replace their fish barriers. We are replacing a 30 inch culvert with a 24 inch outfall and a large plunge pool, with a 9 foot fish passage culvert. Construction will take place in the summer of 2011. KES provided permitting, culvert assessment, and culvert design. KES will also be providing construction oversight.

Performed three different types of stream restoration to Mill Creek and two unnamed tributaries to Mill Creek located in Pacific County.

Culvert-This project was funded by the Family Forest and Fish Passage Program (FFFPP), which is funded by the Washington Department of Fish and Wildlife (WDFW) and the Department of Natural Resources (DNR). The FFFPP is a program set up for small forest landowners to partially or fully fund the replacement of fish barrier culverts. This is a small unnamed tributary to Mill Creek, located in the Willapa River Watershed in Pacific County. The culvert was listed as a 100 % fish blocking culvert. The project replaced an 18-inch fish barrier culvert with a 7-foot fish passage culvert. Replacement of this fish barrier culvert opened up 1.2 miles of fish habitat. A streambed gravel mix was placed inside of the new culvert and large woody debris (LWD) was placed downstream of the culvert.

Bridge-This project was also funded by the FFFPP program. It is a large unnamed tributary to Mill Creek, located in the Willapa River Watershed in Pacific County. The old culvert was listed as a partial fish barrier. The replacement of this fish barrier culvert opened 6.6 miles of fish habitat. The old culvert was a bottomless, 62-inch culvert, set on 54-inch wide footings. The footings had become completely exposed and the stream was running under the footings. Due to the small size of the culvert, a large scour hole had developed just upstream of the culvert, severely comprising the integrity of the road. The bankfull width of the stream channel is 14-feet wide. The old, undersized culvert was replaced with a full-spanning 40-foot long steel and concrete bridge. The upstream channel was lined with Large Woody Debris (LWD) and rootwads and a streambed gravel mix was placed 75-feet upstream and 25-feet downstream of the bridge. Vic Hoffman with Silver Lake Timber was the contractor for the culvert and the bridge and did an excellent job.

Large Woody Debris Placement-This project was funded by a Fish America grant obtained by the Pacific County Conservation District for the landowner. Mill Creek is a large, high energy tributary to the Willapa River, located in Pacific County. The lack of large woody debris (LWD) is a major limiting factor for salmon throughout the Willapa Watershed. Placement of LWD in streams that are gravel-deficient is viewed as the appropriate strategy for capturing, stabilizing, and storing spawning gravels, reducing sediments, and creating pools and riffles. Historic logging practices used splash dams on Mill Creek to transport logs to the mills located downstream. The splash dams left Mill Creek scoured down to bedrock and with a severe lack of functional and key LWD pieces. This project included the placement of 64 pieces of LWD in approximately 300 feet of Mill Creek. The landowner provided 50 pieces of LWD and DNR provided 14 pieces of LWD. The project cost was: $50,000.00. John Evans with NDC Timber was the contractor for the LWD placement and did a great job.

KES worked closely with the landowner, Pacific County Conservation District, WDFW, and DNR through all phases of these projects from permitting to design and construction.

All three aspects of the restoration took 1 month and were completed on September 30, 2008. Monitoring on the LWD structures has taken place take place 5 in the first year and will continue 5-10 times a year for the next 5 years.

KES performed a Mazama Pocket Gopher survey on 40 acres, following WDFW standards. This parcel had an extremely large population of gophers (2700 mounds). After the amount of gophers was determined and the set-aside was established, again following WDFW standards and it amounted to a 52 acre set-aside. The client and KES determined that to subdivide the property that they would need to file for a reasonable use permit.

The site contained a large population of Mazama Pocket Gophers and KES recommended that any gopher that will be impacted by any of the building envelopes or driveways be relocated onsite and that the historical practices of raising horses and haying be continued as it seems to be very compatible with Mazama Pocket Gophers.

Performed a critical area assessment and provided a letter of findings, on 22 acres where the Mark Reed Hospital is being proposed.
 

KES is starting work on performing the full wetland delineations and reports, design of a new stream channel that will be 1450 feet long with 19 pools, 12' minus streambed gravel 6"deep throughout entire channel and 60 pieces LWD, design of new fish passage culvert, permitting, wetland restoration design, wetland and riparian planting plan, fish removal and construction oversight. KES is working closely with the McDonald Creek Stream Team. The site is going to be where the new Mark Reed Hospital will be located. This is a great project for the City of Elma, Grays Harbor County and a chance to do a wonderful stream restoration project on a highly degraded fish stream. By restoring the stream channel and installing  LWD has increased the flood storage capacity of the stream channel by approximately 440% which will help with the local flooding in the area.

KES's, volunteers and the stream team performed fish removal on August 21, 2011. All of the volunteers worked very hard and did a tremendous job!

Construction on the new stream channel started on August 23, 2011! Rognlins is doing a wonderful job and things are moving fast. By Friday August 26, 2011, all of the new channel that occurs out in the field was completed. The new pools and LWD will be installed through this section of new stream channel starting the week of August 29, 2011.  The new stream channel was completed and open for business on September 19, 2011. Two hours after we turned the pumps off, we had clean flowing water and cutthroat already moving into the new channel!

The new McDonald Creek channel is officically open for business. There are lots of cutthroat and sculpins moving into the new channel and they are very happy with their new home. Approximately 50 acres of estuarine restoration will take place at the new headquarters located on Tarlatt Slough. This is one of the great projects that the Willapa Wildlife Refuge is undertaking. The Wildlife Refuge will be restoring approximately 1250 acres of estuarine wetlands in Willapa Bay.

With KES's expert testimony, this appeal was won and the water body onsite was determined to be a man-made ditch. The ditch only has water in approximately 8 times a year. The client was accused of just building the logging road and changing the whole stream channel. The logging road was built in 1975. Initially the client was also told that this was a fish bearing stream all the way to the upper stormwater pond. It was determined to be a fish bearing stream to the lower man-made pond & including the pond. KES also completed a Streamtype Modification form through the Department of Natural Resources. The waterbody in question was downgraded to a ditch above the lower man-made pond.

Obtaining the required permits including the; Hydraulic Project Approval (HPA) from WDFW, Shorelines and Grade and Fill permits from Lewis County. The HPA is to remove 50 cubic yards of gravel a year for 5 years. The Alexander's are losing a large amount of property even during minor storm events. KES also is trying to working with Washington Department of Transportation (WSDOT) as this small amount of gravel removal is only a temporary fix to a much larger problem. This large erosion issue could potentially cause huge problems for the SR 6 bridge over the Chehalis River. WSDOT was contacted and felt that the erosion was still 600' upstream of the bridge and were not concerned.

KES provided expert testimony at the two Reasonable Use Hearings, which Comcast ended up wining.

KES wrote and was granted a Fish America & NOAA Community Restoration Grant for the Pacific County Anglers. The project  removed a complete fish passage barrier (approximately 30 cubic yards of material, the "Mess") and a undersized 4 foot culvert directly upstream to provide complete access and connectivity to two other fish passage project on the same stream and open up 1.08 miles of fish habitat. The Pacific County Anglers donated 10 pieces Large Woody Debris that was placed in the channel, and 75 cubic yards of streambed gravel. KES obtained all permits, designed the project, performed fish removal and provided construction oversight. We were able to remove 1250 Coho from the in-water work area. The day we finished you couldn't even tell we had done anything at all to the stream channel. This project turned out great. Vic Hoffman with Silver Lake Timber was the contractor and as usual did a great job. The restoration took 3 days to complete. Al and Shelia Wighton, Mike Klem and Ryan McMurry also donated a lot of labor and time to the project. This was a HUGE bang for your buck project, meaning a whole lot of fish back in the stream for very little money.

Testified at a public hearing in regards to the 600' rule on industrial properties for the Mazama Pocket Gophers. KES informed the hearings board that the rule was originally written for Bald Eagles nest. KES also testified that if Thurston County is going to enforce this 600' rule, then they needed to enforce it for all State and Federally listed Threatened & Endangered Species including; listed fish, marine mammals, butterflies, birds, plants, and amphibians. KES went on to testify that Thurston County could not just pick and choose what species that they wanted to enforce this 600' rule on and that it would be opening the county to a lot of possible lawsuits.

Wrote an RCO-SRFB grant to remove two concrete weirs at the mouth of Green Creek. The grant was approved, and the project will be constructed during the summer of 2012. Currently, the two weirs are a complete fish passage barrier. The private landowner will maintain the existing man-made pond and the current water level. With the removal of these two weirs it will open up approximately 5.89 miles of fish habitat. The project will be installing two Large Woody Debris structures downstream, removing the concrete weirs, installing a new screened intake for the pond, and installing riparian plantings along both sides of the 800' to the mouth of Green Creek. The project also provides great connectivity to another SRFB project upstream, that removed the only other fish barrier on Green Creek.

KES worked with the contractor to locate the best route for the trail. This is a very long skinny, steep parcel and the layout for the trail was quite challenging.
